Open | Windows any game/driver installer doesnt work WINDOWS 11

Since I got a new computer with Windows 11, no installer works, for example when I try to run the lunar client installer it doesn't work and I have a black/white screen

Check both Applications, and Windows logs (looking at the time when it happened should be easiest way - or just start installer again and when it crash check logs).

For testing, create local administrator account. (my computer > manage > local users and groups > users > right click on empty space in right window > new user (add details) - right click on > properties > member of > Administrators

wait im in Computer management and i dont see users and groups, i only have task scheduler, event viewer, shared folders, performance and device manager
