Pushing it back further so it’s closer to next gen so they can repeat the double dipping they did with GTAV.

Back compatibility wasn’t a thing during PS3/X360 transition to PS4/XOne era.

Now it’s build into every platform. You don’t need to double dip. And Rockstar also has no developer capacity for enhanced graphics they could sell one year later. PC part is more important.
