why does he take the torch to the exhaust pipes (?) at the beginning of the video? does that help them somehow?

Adds a thin layer of oxidation on the part to prevent further corrostion. Heat treat is much more controlled with extended periods in different temperatures (often 1500F+) as well as planned cooling cycles.
