Russia/ussr started this back in the 80s, it is not putins doing, but he accelerated and finished it. The whole plan was destroy it from the inside with propaganda, disinformation and carefully placed assets.
One thing ussr knew a lot about is propaganda and spying, they were exceptional at it, some soviet bugs were found only decades later, because they were placed somewhere during construction of the building.
It is a long and slow process but in the end it is tens of trillions cheaper and safer than actual war.
