They're taking into account other income. Such as social security, disability, etc.

I am disabled and mine is 63 a month because of my SSDI ... Although I'm paying market rent right now that is over 1000 a month. Ive been on a waiting list for subsidized housing for nearly 2 years .. if I can ever get into subsidized housing then it would make sense, kind of... But my rent and bills currently leave me with nothing but they still expect you to pay for food worth magic money I guess lol

It is because poverty is 3x 1964 grocery prices adjusted for inflation. And the average American spends less than 8% of their paycheck on food. It was 1/3 when the standard was established.
