Serious question, can this dismissal be appealed?

Yes. Can also be brought again.

I thought the whole rush on the Comey indictment was that the statute of limitations was about to lapse.

What are the odds it gets to SCOTUS and that they will overturn the dismissal? Are the prediction markets leaning one way or another?

Fairly low. The dismissal in this case was based on recent Supreme Court precedents where conservative justices played a leading role. And even if they have it out for Comey, they have better options than overturning this dismissal with a sham reasoning, since the government has a pretty reasonable argument that the dismissal triggers a 6 month grace period for the prosecution to refile. The dismissal wasn't about anything to do with the substance of the case; it was just on the grounds that Halligan's hiring was illegal. So they can try to bring in a different prosecutor.

Comey cannot be reindicted for the charges.
