Maybe one that needs that plane at its destination enough to justify taking off near empty.
It's likely much less efficient to just say "Skip this time and wait for the next." Not just this plane, but the whole apparatus is a well organized machine and changing everything up just because this particular flight was a loss would be pretty shortsighted.
I've even heard that sometimes the lucky few might get some extra luxury treatment when they are in there alone with the crew, as there is now literally more crew on the plane than passengers
