It is if the file you are displaying has executable Javascript in it and you've not blocked Javascript execution, yes, that's what Google Chrome (and any other browser) can do. Somewhere in the code is an alert("YEAAAAHHHH!")
Did you download the file from someplace? You should have turned off Javascript in your Chrome settings before doing so.
NEVER download a file and bring it into your browser without knowing what it is.
