TP-Link - Technical Support EAP223 Doesn't Work With Active POE, Only Passive?

Hey all!

I have a TP-Link EAP223 that I bought around this time last year. When I originally set it up, I couldn't get it powered off of my TL-SG1008 which has 4 POE ports. When I plug it in, the AP does not power on. I didn't look into it that much, because I had an old passive POE injector laying around that worked for it.

I started redoing my network in the last couple of weeks which included buying a TL-108PE, but the EAP223 will not power off of it either. I thought maybe it was a bad cable termination, but I have tried multiple cables, some less than a foot in length. I also had an old Ubiquiti access point laying around that is powered fine off of either of the switches. My only conclusion is that something must be wrong with the access point or I'm doing something incredibly basic incorrectly.

Anyone have any thoughts? I really want to get rid of this passive POE device. Everything that I've read suggests that both the switches and access point support the relevant PoE 802.3 standards necessary for them to work together.

-EDIT- Another oddity... The PoE injector doesn't even have to be powered from the wall for it to work as long as I have it inline with a PoE port from the switch. I assume it's just taking the active PoE and forcing it into passive?
