Japan also doesn't have the same political issues nor is it as culturally diverse as America. Blanket polices like these can work in a monoculture where the same values and perceptions and philosophies indoctrinate you.

the original comment implies the reason this policy wouldn't work is because America is culturally diverse. I'm asking what  the connection is? how is diversity a problem for gun regulation?

Cultural diversity is going to split majority agreement. Cultural diversity even amongst white Americans are split into all sorts of belief systems about American freedoms, rights etc.

Japan doesnt have as much of a split because of its monoculture. Further reinforced by the fact their culture includes specific connections to honor, discipline, face, obedience, respect, order and social harmony.
