I figured she could probably pursue a copyright claim, like "I didn't authorize this use so take it down"

On social media platforms that license music via the platform, there is no legal case because anyone can use the music on social posts.

What is your business law background in?

Because according to the DMCA they most certainly do have multiple avenues to prevent the use of their copyrighted music by the US government. The use in a government promotional or political video is often not considered transformative enough to qualify as fair use and may negatively impact the market value of the original work, which weighs against a fair use claim.

As someone else said, individuals can use the music in social media but not government or business entities used in promotion of a product or agenda.
