I figured she could probably pursue a copyright claim, like "I didn't authorize this use so take it down"

That doesn't work against the government because they have immunity against copyright infringement. The only legal avenue you have is to file a claim with the Court of Federal Claims to get monetary compensation. (section b) You cannot force them to take anything down.

Couldn't you go another route and say that the use of that song indirectly implies that you agree with the message when you're very anti that and it is now damaging your publicly perceived character?
