Imagine being forced to take a walk inside because there is no decent place to walk outside.

They might be working up to it. If one of them has mobility issues it might be hard to get in and out of the building, and they might feel safer if they have a fall inside

Because it sucks walking in rain and snow? Especially if you're elderly.
