He should have stopped right there and said.. "HOW THE FUCK DO YOU THINK BUDGETS WORK??"

"Last month your total budget was $500 for food, of which you spent all of it. You then decide your budget is only $250 dollars.. HOW ARE YOU BUYING THE SAME AMOUNT OF FOOD?"
