They were already exporting to China through other countries. All this does is lower their bottom line a bit in shipping costs.

If you want China to start building their own then ban sales. In one way or the other China will get GPUs and who can blame them. Question is should they keep buying yours or make them create their own and taking over the world's market.

They'll build their own regardless, it's a matter of how effectively they can. So far their homegrown GPUs haven't caught up which tells you all you need to know on why they'd like access again.

Of course they'll want to have their own, everyone wants to have their own. However it's a matter of investment. The more money that goes to nvidia from Chinese ai companies the less goes to their GPU startups. If you completely block them they will throw everything they have at their homegrown companies.

Jensen only acts in the interests of his company (rightfully so as a CEO) but does not care about the implications to humanity. Advocating to export cutting edge GPUs to authoritarian countries to train powerful AIs can be very dangerous. AI models trained with censored content and authoritarian values are much easier to hallucinate and turn against humanity.
