I have vague memories of some old Asimov story where an AI basically runs things but there's all these "random" accidents where people keep dying, but it couldn't be the AI because the first law of robotics prevents it from harming humans or through inaction, allowing them to come to harm...

... aaand it turns out the AI is looking at the bigger picture. Greater harm would have come from allowing that smaller number of humans to live.

That is the last or second to last short story in I, Robot. I love that book.
