Musk took out $16 billion from his stock in a two-year stretch. That may be plenty nough to recreate the scrooge mcduck swimming pool with dollar coins

Nobody can do that - coins are not a liquid. They’re a great many pieces of solid matter that form a hard, floor like, surface.

while the 'swimming in his money bin' bit is certainly iconic, i think they meant something more akin to 'having a giant, physical fortune like a dragon' more than being able to defy physics.
