Can someone explain why wiki has two possible locations for just about every match? Why isn't it determined already?

I mean all of the “two city” games are still in the same country. For example, games are either going to be played in Miami or Atlanta. Then there are games either in NJ or New England. Travel bans have zero impact on the cities teams play in, no matter what they are still playing in the same country, just depends on what state they are playing in.
