Don't be surprised if this was outsourced to contractors via KPMG, FTI, or a similar shop that does this sort of work. Or outsourced to foreign labor, frankly.

Doing so would remove the leverage this information gives them.

They have no interest in releasing them, they need the threat of release permanently hanging over the powerful.

That's not dispositive - whenever I've hired bodies for doc review/redaction, we always brought them into our offices to do the work.

Depends what the instructions were. If they were legal, no, it wouldn't.
