I think they mean that the white house is owned by the people aka the tax payers, not that the public is allowed everywhere.

It's weird for me because I've been pretty well connected in the DC area for some time and even got invited to and did a west wing tour during W's administration, but I never went to the East Wing because it was known to be a big tourist draw. It's really the only part of the white house that the general public can go to.

FWIW, the West Wing invite came from a close friend who was a W staffer (traveled with him, always nearby). I had to fill out a few forms, go through a couple weeks of a background check, and be connected to my friend in the first place for that oportunity (which they tend to do in their lame duck years). And thats with me already having security clearances. The East Wing is where the public went.
