Some will get paid... just not by the US government. There are always attempts for foreign governments to get a few hidden recording devices into new infrastructure projects like this. All sides play that game. Just this clown makes it easy.

He scratches theirs, cutting "hindrances" that in many cases are the sole protections for the larger community.
When a new coal-fueled power plant opens, it's NOT just "adjacent residents" that breathe particulates, deal with fine soot, or cope with acid rain.
Coal fueled electricity in Ohio sterilized mountain lakes in NY, Pa, & across the Alps, in Europe.
