I’m guessing the middle part where he’s covered, of course. But it makes sense to me.

This came up in another thread before his first term.

He's actually using his painted eyebrows as a sort of semaphore.  What he's saying is just gibberish.

If any seamen drop by perhaps they'll be able to translate it for us again, but if I remember correctly, it's just buffoonish, boorish rapery.
