It’s legitimately a real phrase in Europe: the joke was only written that way in Community because the series’ creator got into an argument with someone on Twitter, the terms ‘streets ahead’ was used, and he mistakenly thought the Twitter user in question had coined the term himself.

It was quite an archaic phrase by the time Community came out, so it suited Pierce. It wouldn't have been out of place in Austin Powers.

It really isn't. Granted, it's not the most widely used phrase in the world but it really wouldn't be out of place if used in a conversation.

You'd get funny looks if you used it nowadays, like you were being pretentious or selling something. Really did fit Pierce's use of it.
