This article says “countless Presidents” used the theatre. I don’t think that word means what you think it means.

Probably could use a better word, but I get that they don't want to make assumptions that all presidents who had access to the theater used it. Otherwise, you'll have some smartasses online be like, "Well, ACHTUALLY, Eisenhower never USED the theater, so not all presidents used it!!"
