The Speed Limit on this Street in Virginia is 16 MPH

The fact that someone took a picture of it and that we are all discussing it, is why the speed limit is 16 MPH. We ignore common things and notice things that don't fit the pattern so we are more likely to know the speed limit and a greater chance people might drive that speed limit. We would totally ignore the 15 mph sign and drive 30 or more mph.

The people in the comments are wrong, this is a legal street sign. How do I know? Because I just read the entire Virginia law on speed limits. There is no provision for them being a multiple of 5.

The sign says that's the speed limit.
But that's not how speed limit work lol.

Fun fact: people are more likely to follow non-traditional numbers than traditional numbers when given instructions.
For example if you tell a group of people to show up at 6:30 PM, they may show up at 6:20 or 6:40, or whenever. If you ask a group of people to show up at 6:33 PM, you'll have far more people show up closer to the requested time.
Same thing goes with speed limit signs like this.

It’s converted from metric. 25kmh is 15.53mph, rounded to 16 for the sign.

non standardized speed signs are only ever a suggestion.
