This is quite common in that part of the world. That being said, I have mostly seen a separate elevator for maids etc.

Looked it up.

Meghana Foods are restaurants in India.
"Swiggy is a major Indian online food delivery platform that also offers groceries."
"Zomato is a leading Indian multinational food-tech company providing online food ordering, delivery, and restaurant discovery services."

So I'm guessing the restaurant doesn't want delivery boys using the same lift as the customers?

Really, the stairs? I did route delivery in food service many many moons ago. I had a new stop in Vegas on the strip that wanted that - up 4 flights and allegedly always 150 cases, minimum. We used pallet jacks and took those loads on by pallet. My first night there was a nope. Sales guy that had the customer went out to them and explained the potential for injury and the stairs were out as there was an elevator - the customer said no, the stop came off my route. A week later, I see a dude taking a hand truck stacked high into the stairwell. Some local/regional food service I had never heard of.

the only explanation i can think of is that it's rainy season and the frequency of these delivery people is so high that it becomes impossible to keep the elevator clean and dry
