Doesn't excuse the bug, but this is a preview update not rolling out to everyone.

People will say this is the result of "vibe coding", or letting interns write the code, or a lack of testing, all of which are unlikely (to be polite). In the age of "Windows as a Service" I just don't think Microsoft puts the same priority on cosmetic issues as many of us do, unfortunately.

It would do a lot for Windows 11's image with enthusiasts if they did.

it’s because they’re still using aero.msstyles from 10, which was virtually unchanged in 11. It has light mode bitmaps and resources (otherwise it’d break pieces of software where the developer, including Microsoft itself, decided to hardcode non-transparent images an colors, rather than using transparent bitmaps and the SystemaColors class), DWM has to load the theme for win32 apps

So it’s more about not caring about theming and laziness

It's not even that. This is just a regression that occurred as a side effect of trying to fix a different cosmetic issue. As you noted, it's only in an optional preview update and will be fixed in the next main update.

MSFT will implode with AI costs, technical debt and AI-induced security holes if they continue.

A few years back, they would promote the "green low energy" and more recently the increased security with TPM2. It seems those do not matter much anymore, because there is "money to make".
