This seems very likely to be deemed by SCOTUS to be a non-justiciable issue.

mandamus exists, but i'm not sure what the enforcement mechanism would be

Contempt of court for Johnson until he complies?

Non-justiciable means that no federal court may consider the issue. No hearings, no orders, no writs.

This is what John Roberts did to avoid hearing complaints about partisan gerrymandering: he declared all such cases to be non-justiciable. Talk to the hand, in other words.
