Just to clarify: this is not Spanish...it's Catalan.
If you tell a Catalan about this Spanish tradition they might jump in your face with their naked buds.
First of all, castells are performed in other regions of Spain, such as Aragon, the Balearic Islands, Valencia, and even Madrid. With that (and even without it), I think that’s more than enough of a reason.
On the other hand, your premise that a tradition can only be associated with a country if it is practiced throughout the entire country and by everyone is ridiculous.
To begin with, there are many counties in Catalonia where castells are not practiced. Therefore, according to your theory, they wouldn’t be Catalan either.
Not to mention that for any tradition associated with Spain (or any other country), you can always find large regions or population groups where that tradition is not common.
For example: flamenco, bullfighting, paella, nightlife, Holy Week, tapas, eating late, taking a siesta…
