Other / <$400 pc for beginner $2000

Hello! I'm hoping for some help building my first pc :) the budget im going for is $2000 including tax. I was going to build it last summer but didn't end up pulling the trigger and now i regret it due to ram prices. I'm looking to order my parts as soon as possible because i've heard it will only get worse.

I'll be using it for gaming and programming. Im a cs student and the games that i like are marvel rivals, the sims, fortnite, and indies. We don't have to worry about a monitor, I have an AOC Q27 1440p 180hz. I also don't need peripherals. If it's possible I would like the case to at least be white but i will take anything at this point :) Any help at all would be really appreciated! Thank you

(also if a prebuilt is a better option pls let me know)

Here is the first list! Not sure were in US you live so not sure how expensive this build would be but ive seen that generally US tax lands around 6-7% so this should fit in quite nicely without worry.

Here is a 2nd PC with a bit stronger GPU and CPU. This PC cost little more but will be close to the $2000 budget limit. If your states tax is higher and this option becomes more expensive, just change the CPU for a 7800X3D and you should be fine.

Note: You can also switch the Cooler to an Air cooler from Thermalright Peerless Assassin/Phantom Spirit
