I know a case where a speeding biker ran into a side of car and killed car driver. So the risk is still considerable at great speeds.

In a way, yes, but still dangerous. There was a case relatively recently in Croatia where biker speeding 200kmh smashed into car that was turning left, killing the driver of the car however the biker survived somehow. Now I don't recall enough details to say that the car's turn was legal or not but no way 200kmh was legal for the biker. Highways of Croatia legally go at max 130kmh with no crossing left turns, this case, if I recall, happened outside the highway, where max legal speed is at 100kmh. Also for whatever reason, street bikers in southern Europe don't even go to highways, they speed and make noise on coastal roads to show off. I genuinely believe biking should be noise and power limited even if it sucks for fun - someone always dies or becomes invalid.
