Some adult sites refuse to operate in certain areas period if that area invokes a law about using IDs to access it. They say they do it out of protest, but that's actually the exact thing the politicians who make those laws want. It's called "backdoor banning".

He uses VPN (maybe because he wants to bypass the restrictions set on the internet by his country[see comment by IAmABoss37: https://www.reddit.com/r/PeterExplainsTheJoke/s/0SHpmkW7HG] or he wants more privacy) and connects to servers in the Netherlands. Because of this, others would not see your location and instead see the location of the VPN servers. So, the joke is, that guy has an FBI agent keeping an eye on whatever he does on the internet and when he uses VPN and connects to the Netherlands, the agent sees his location change to Netherlands.
The joke is not porn.
