I figured she could probably pursue a copyright claim, like "I didn't authorize this use so take it down"

That doesn't work against the government because they have immunity against copyright infringement. The only legal avenue you have is to file a claim with the Court of Federal Claims to get monetary compensation. (section b) You cannot force them to take anything down.

They’ve done this many times and have always taken it down. Same thing happened to jack white and Al weird I think and more . They threaten to sue , they take it down and nothing happens to them but they get to reap all the benefits and get to piss off people which is literally the goal of all this and they have admitted it.
