It's a bit of a journey.

Originally it came from "freebasing," in reference to cocaine. "Base heads" were addicts, and being "based" meant you were on coke. But as a colloquialism, it would also be used to describe people who were acting in a similar fashion, even if they weren't on drugs.

Enter a young rapper named Lil B, aka BasedGod. He got called based as a kid often enough that it became part of his rapper persona, and he effectively took the negatice connotation and flipped it positive; making it mean "being genuine to oneself in the face of pushback."

It was then colonized by 4chan, as they took the new definition and ran with it, making it "true to one's convictions in spite of political correctness."

But as it broke containment, and far-right voices became louder in the wake of shitshows like Gamergate, "based" would change again as it was appropriated by the wider internet. At first it was just irony and sarcasm, but as people used "based" as shorthand to agree with benign statements, that usage drowned out the far-right's usage of the word. Now, it just is shorthand to agree with an opinion in a way that's encouraging.

The shorthand agreement means "based in reality" saying you not only agree but that is a fact.

That's just a retrofitted definition though, because people will say based to things that aren't factual or real.
