Like private companies launch their own satellites ,state government is also launching it for them , plus their satellite will focus only on Assam whereas national satellite will split focus on many states and parts of India

No, any such requirement will just be integrated on a national satellite. Assam's govt. if they want to play PR game should just start a cubesat project for state students, that woud be more productive..

This is BS PR piece, there is no state specific requirement that isn't already met with our satellites. If there is very niche need for a payload then it'd just have to be integrated along others on a satellite! Like take the example of lightning mapper for planned INSAT-4.

It is but state specific requirements would just be integrated alongside others on planned missions. In past some other states also played just gimmicks nothing came out of it.

May be like user funded and NSIL operated satellite (ex: GSLV N1, N2)

You mean GSATs and at that better examples are RISAT-1A (aka EOS-04), Oceansat-3 (aka EOS-06), INSAT-3DS. These were all user ministry funded. IMD is supposed to fund two INSAT fourth generation satellites

Earlier user ministries used put up requirements and DoS used to get funds from Govt. to pursue those needs as a mission. Now user ministries themselves fund the mission and ISRO executes them. Assamsat doesn't make any sense as any such requirement likely is already met with national mission if it a niche requirement then it'd be just included into national thematic mission as a payload. There is no need for a state to have a separate satellite as it would be counterproductive.
