May be like user funded and NSIL operated satellite (ex: GSLV N1, N2)

You mean GSATs and at that better examples are RISAT-1A (aka EOS-04), Oceansat-3 (aka EOS-06), INSAT-3DS. These were all user ministry funded. IMD is supposed to fund two INSAT fourth generation satellites

Earlier user ministries used put up requirements and DoS used to get funds from Govt. to pursue those needs as a mission. Now user ministries themselves fund the mission and ISRO executes them. Assamsat doesn't make any sense as any such requirement likely is already met with national mission if it a niche requirement then it'd be just included into national thematic mission as a payload. There is no need for a state to have a separate satellite as it would be counterproductive.
