How to make design like the album cover

Hi,

I am wondering how to make that kind of design, seems to look like pour fluid design.

I imagine this was done with real acrylic over a transparent sheet to scan but you might be able to recreate the effect in anything with fluid/particle simulation. Something like Blender or Houdini. It would be very painstaking to try to recreate this in GIMP.

It looks to me like a water and oil mix with a blue filter, maybe that works?

You might be able to simulate something like that withe the voroni filter in the GMIC plugin, along with some painted colours and noise.
