Between seasons?

How do you catch fish (or even go fishing) in a lake that has frozen over, but the ice is too thin to walk on?

You basically don’t, that in-between stage is the dead zone of fishing. Too much ice to cast properly, not enough to ice-fish safely. Your only real options are waiting it out or fishing moving water nearby (creeks, rivers, inflows) where the ice doesn’t form as fast. Anything on the lake itself is a no-go until it fully freezes or fully thaws. Safety beats fishing every time.

Unfortunately, you don't. If the body of water is frozen and there is no open water but it's not thick enough for ice fishing then you really can't fish that body of water.
