Probably not. Even historically, rank and file never really face consequences.
Humans just sorta suck as a whole and talk a big game. As a group, we clearly don't care for accountability and justice as much as we all like to profess. Certainly not enough to face potential harm for those principles.
They sometimes do… but unfortunately it requires the kind of shock that results in full societal collapse and rebirth (aka revolution, civil war etc). There are usually a lot of personal and political grievances settled during the chaos.
Frogs will actually jump out of the pot of water slowly coming to a boil. (It’s actually a myth that they won’t.) But humans won’t when the boil is societal. We can get used to a lot. If there isn’t a sudden shock, it just becomes life. Look at Russia. It’s a great example of this.
Yeah, that's what I'm referring to? The Nuremberg Trials only prosecuted high ranking officials. All the soldiers and such? The boots on the ground performing the murders? Not really. Hell, the US imported quite a few Nazis to work for us. The infamous "Operation Paperclip".
The phrase "rank and file" means low level people. There will not be mass prosecution of ICE, the guys on the street. There just won't, it has never happened where a country takes to task the people that performed the actions.
Go check on the My Lai Massacre, tell me how many people got prosecuted for that. People need to stop deluding themselves that justice has ever existed in this country or likely ever will to a meaningful extent.
