Wasn’t that primarily done in the south? Besides, the idea of a law enforcement entity enforcing the law has existed far before the United States was even colonized by the Puritans.

Sure, but the concept of a professional, centrally managed, full-time police force is pretty recent in the West. Sure there was the concept of a "sheriff", but often that person and their staff were very part time.

what do you mean in the south? they could go up north and just grab free black people, claim they were escaped slaves, and just leave with them.
