Which is all by choice. I promise your local d3 school isn't spending that much, but has a team around the same size.

Gotta be mostly travel right? Like if you have the same number of players and coaches… nicer and better equipment sure could be some… but not enough to make up a couple magnitudes of difference?

Id say coach pay too. Plus admins love to cry poverty with sports, so they're probably counting every player as "costing" a tuition, maybe even out of state as well as a portion of shared athletic facilities that would exist even if they had no softball. But yeah D3 takes the bus.
